County amends agreements with Kinder Morgan

The Blanco County Commissioners Court on Tuesday approved several amendments to agreements with Kinder Morgan.

KM will now be in contact daily (excluding weekends) with Commissioners Tommy Weir and Paul Granberg in regards to project activity within Blanco County. County Judge Brett Bray will have a weekly conference call with Allen Fore, KM vice president for public relations, and/or another senior KM representative. A 72-hour advance notice must be provided prior to work on any county road.

KM must report any reportable spills, accidents, etc., to the county judge. “The term ‘reportable’ includes the duty to report to any regulatory entity, law enforcement, private company,” states the supplemental agreement.

The commissioners court will be allowed to access all road crossings and surrounding areas to inspect the project and road conditions, and an inspector to ensure compliance will be allowed access with Judge Bray or a commissioner as well. Access to any other site with outgoing activity within Blanco County will be granted to the commissioners court.

KM will always provide personal protective equipment if needed. An independent contractor can be hired to begin road repairs by the county and KM will be responsible for the invoice. Blanco County will give KM a 72-hour notice before work is commenced and provide the name of the independent contractor.

The Blanco County Investment Agreement was also amended during the commissioners court meeting. KM “agrees to make all donations set forth in the Amended Blanco County Investment Agreement according to the following schedule with the additional requirements that all donations shall be made before the last road crossing in Blanco County is completed.” These include: Blanco County Emergency Services District No. 2, $172,000, on May 7; Blanco County Emergency Services District No. 1, $172,000, on or before June 15; Blanco County Community Wellness, $50,000, on or before June 30; Blanco ISD and Johnson City ISD Foundations, $50,000 each, on or before July 15; Blanco County Sheriff’s Office, $162,000, on or before July 31; Blanco County Road and Bridge Improvement Fund, $200,000, on or before Aug. 15; Blanco County Sheriff’s Office, $48,000, on or Aug. 31; Blanco Public Library and Johnson City Library, $18,000 each on or before Sept. 15; Blanco County North Ministerial Alliance and the Blanco South Ministerial Alliance, $5,000 each for aid and assistance of travelers and others in need, on or before Sept. 15; and Blanco County Community Resource Center, $50,000, on or before Sept. 30.

KM’s subtotal for donations between May 1 and Sept.30 will total $1 million dollars.
