Richard “Steve” Felps, 79, of Tow, Texas passed away Monday, February 19, 2018, at his home. Steve was born on July 12, 1938, in Johnson City, Texas to Richard Milam Felps and Rozetta Barbara Brown Felps. Early years of Steve’s life started out in Blanco before the family moved to Waco. Steve proudly served his country with the U.S.
